Provides funding for shared public infrastructure to support new multi-unit market housing in Edmonton’s redeveloping area and non-market housing everywhere in Edmonton.
The current $39 million fund is now fully allocated. Developers may continue to submit an application screening form as a first step towards having projects added to the waitlist should additional funding become available.
The City Plan sets targets of adding 50% of new housing through infill city-wide and welcoming 600,000 people to the redeveloping area (roughly inside the Anthony Henday) by the time Edmonton’s population reaches 2 million. The goal is to create a healthy, urban, climate-resilient city where Edmontonians of all ages, abilities and backgrounds have access to a variety of housing options and can easily meet their daily needs close to home.
The City recognizes that the upfront investment required from developers for public infrastructure upgrades can be a significant barrier to building new housing in existing neighbourhoods. In addition, the first housing project in an area can often be required to cover the cost of public infrastructure upgrades that benefit subsequent projects.
The Infill Infrastructure Fund - part of the City’s Housing Accelerator Fund action plan - was created to help reduce these barriers. It will help cover the cost of shared public infrastructure upgrades to make it easier to build multi-unit market and non-market housing in Edmonton's redeveloping area (roughly inside Henday) with a focus on nodes (urban centres), corridors (main streets) and around transit.
The Fund marks another major step in the City’s work over the last decade to dismantle barriers and lay the groundwork necessary to support Edmonton’s rapid growth and make it a top choice for housing development and investment.

Funding for eligible housing development projects will vary based on the cost of the required off-site infrastructure.
Funding will cover up to 100% of eligible off-site infrastructure costs from a minimum of $100,000 up to a maximum of $4 million per application for market housing projects, and from a minimum of $25,000 up to a maximum of $4 million per application for non-market housing.
The funding amount will be estimated at the time of application, refined through the development process, and finalized at the servicing agreement stage.
Eligibility requirements must continue to be met throughout the development review and approval process to maintain funding.
Most projects will receive 25% of the approved funding amount after the servicing agreement is executed and the balance will be disbursed after the funded infrastructure has been constructed and accepted as in-service.
Projects must obtain a building permit before November 9, 2026, to receive full funding.
Applications to the Infill Infrastructure Fund are limited to residential or mixed-use development projects.
Applications are required to meet all five of the project and infrastructure-based criteria to be eligible for funding.
The development application must be located within the specified geographic areas, based on the type of housing being developed.
Market Housing
Market housing developments must be located within a node or corridor or within 800 metres of an LRT stop in the redeveloping area as shown on the Eligible Locations: Market Housing Map.
Note: Projects bordering a node or corridor may be considered eligible if the shared off-site public infrastructure will benefit sites within the node or corridor and the project meets all other criteria.
Non-Market Housing
Non-market housing development (defined as having a signed Affordable Housing Agreement with the City for the project or an equivalent agreement with another level of government) located anywhere in the redeveloping or developing area as shown on the Eligible Locations: Non-Market Housing Map.
Note: Participation in the MLI Select program is not sufficient to meet the Housing Accelerator Fund Definition for non-market housing.
The development project must have at least 10 dwelling units on one titled parcel of land.
The Servicing Agreement associated with the project must not have been executed before August 31, 2024.
The estimated cost of the eligible off-site infrastructure must be at least $100,000 for market housing and $25,000 for non-market housing.
EPCOR Distribution and Transmission Inc. (EDTI) may fund a portion of the costs for this infrastructure; the amount eligible for funding from the Infill Infrastructure Fund is the portion not funded by EDTI.
The eligible infrastructure list is not exhaustive. Applications with other types of off-site infrastructure improvements that facilitate future development on at least one additional parcel or are required to construct active transportation infrastructure are encouraged to connect with the Fund Coordinator through the Infill Infrastructure Fund Pre-Screen Form to determine infrastructure eligibility.
Note: The City is committed to infill development. We will monitor the Fund uptake and may adjust fund criteria in response to emerging needs. Non-Market or affordable housing is eligible across the redeveloping and developing areas to help attain the City’s goal of 16% affordable housing in each neighbourhood and the City’s Housing Accelerator Fund target of adding 1940 Non-Market units.

Those on the waitlist are encouraged to continue advancing their projects to ensure they remain eligible should future funding become available.

All applicants accepted into the program must adhere to the following timelines to maintain their funding:
Projects led by Category A, B and C developers will receive 25% of the approved funding amount after the servicing agreement is executed and will receive the balance after the funded infrastructure has been constructed and accepted as in-service, provided eligibility is maintained and timelines are met.
As of October 7, 2025, 17 projects have completed the application process and have had funds allocated.
