Many Edmontonians can’t find the housing they need. One in four renter households spend more than they can afford on housing costs, or live in crowded or unsafe conditions. That’s why all levels of government work together to build housing that the private market will not provide.

The City of Edmonton contributes by providing City-owned land and/or construction grants to affordable housing providers. Learn more about a development in your neighbourhood. 

What To Expect

The City and its housing partners recognize the value of building relationships with communities so that future residents feel welcome in their new homes. When City-owned land is identified for future affordable or supportive housing development: 

  • The neighbourhood and information about the development site will appear on this page
  • The City sends an email to the Community League and/or Homeowners’ Association that represents the neighbourhood
  • Letters are mailed to residents within 120 metres of the development site
  • The neighbourhood is added to the City’s mailing list for affordable and supportive housing developments. Residents can subscribe to receive updates by email


Information is shared on the webpage, by email and letter before every Council decision point, like rezoning applications or below-market land sale proposals. 

Affordable housing developers are required through the City’s land sale or lease agreements to communicate with the community once the sale or lease is finalized. 
 

What You Can Do

Affordable Housing

  • Requires government funding for construction, operation, or both
  • Rented at below-market rates; to receive land or grants from the City, rents must be 80% or lower of the average market rental rate* and must enter into a long-term affordable housing agreement with the City
  • Rented to low-income households*
  • Typically provided in multi-unit residential buildings, including apartment units, row housing, triplexes and duplexes

Supportive Housing

  • A type of affordable housing with on-site supports for very-low to low income individuals or households
  • Long-term housing where tenants sign a lease and pay rent, while also receiving financial help, support with life skills, and support services for health and wellness

Selecting Affordable Housing Sites

  • Any site suitable for housing is suitable for affordable housing
  • The City has Policy C601A that provides guidelines for City investment in both land and affordable housing, which includes supportive housing sites
  • Ideal sites are ready to be developed into housing and are close to services and amenities for residents, like transit, grocery stores, recreation centres, libraries and parks 

Rezoning City-Owned Land

  • The City’s Affordable Housing section may apply to rezone a property if the current zone does not meet its needs
  • These applications must follow the same process that any other rezoning application follows
  • The rezoning application is reviewed by City departments and utility agencies to ensure it meets requirements for servicing and bylaws
  • The City’s planners review whether the use of the site is compatible with the planning framework including the City Plan, statutory plans, and surrounding land uses; the review does not consider who the future residents will be or if the housing will be rented or owned or offered at market or non-market rates
  • Based on this review, City Planners make a recommendation to City Council to approve or reject the application
  • City Council makes a decision on rezoning applications at a Public Hearing

Selling or Leasing City-Owned Land for Affordable Housing

  • The City owns land in many neighbourhoods. There is an internal process for how the City buys, develops, maintains and sells City assets in a way that meets the City’s goals, which include increasing the supply of affordable housing.
  • The City adds land to its inventory by buying it or using existing City-owned surplus land suitable for residential development.
  • The City Property Sales lists land, either for sale or lease, and selects an affordable housing provider through a competitive bidding process.
  • City Council or the Executive Committee of Council approval is needed when the sale of land or lease is below market price to an affordable housing provider. Sometimes, an affordable housing provider will approach the City for a below-market sale or lease on a City property that is not competitively listed. These unique proposals can proceed to the City Council or the Executive Committee of Council for approval on a case by case basis.
  • Below-market sales or lease allow affordable housing providers to use their funding or financing for construction or ongoing operations, as they typically do not make a profit on units rented below market value.

Affordable Housing Provider Accountability

To receive land or grant funding support from the City, affordable housing providers must:

  • Provide housing at below-market rates for a minimum of 25 years to a maximum of 40 years, as per the provincial Municipal Government Act
  • Provide housing at reduced rental rates as set out by the Maximum Allowable Rental Rates (MARR), updated annually based on the CMHC's Annual Market Rental Reports
  • Provide annual reporting to the City on the affordable housing units, to ensure affordable rental rate and household income requirements are met
  • Meet energy efficiency requirements and offer accessible units whenever possible

Affordable housing providers that receive City-owned land must also create a communications plan, as approved by the City.

Public Engagement

  • The City gathers feedback from the public on proposed changes to zoning, which regulates built form and permitted uses.
  • City Council or Committee approval is required for below-market land sales or funding. The public can share their views with Council in advance of and at these public meetings. Learn more about how to participate in Council and Committee meetings.
  • The City does not ask for the public feedback on the specific location or type of affordable housing.

Background:
GEF Seniors Housing returned the property to the City in October 2023 after it was no longer able to complete a planned redevelopment. Abatement work for hazardous materials took place in December 2024 and geotechnical testing of the site took place in January 2025 as part of the City’s effort to support future redevelopment of the site into affordable housing for Edmontonians in need. 

While GEF will no longer be conducting the redevelopment work, the intended use of the site has always been for affordable housing in order to meet the needs of vulnerable Edmontonians and this remains the City’s priority. 

In March 2025, City-contracted arborists removed trees and shrubs from the property to prepare the property for future demolition work and redevelopment into affordable housing.  Demolition of the site was completed in October 2025.

Leger

Background (2024-2025):
The Edmonton Public School Board (EPSB) declares the Leger site surplus after determining it is no longer needed for a school. The site is claimed by Edmonton’s Francophone school board, Conseil scolaire Centre-Nord (CSCN), for future school use.

CSCN asked the City of Edmonton to swap the Leger school site for a City-owned surplus school site in Henderson Estates and Administration determined that Leger is the better option for affordable housing. City Council approved the swap.

Next Steps: 
The City will prepare the site for sale or lease to an affordable housing developer, including seeking Council approval of a rezoning and subdivision.

McKernan

Zoning: An application has been submitted to rezone 0.9 hectares on the west side of 7330-113 Street NW (formerly open field associated with St. Peter School) from the Parks and Services Zone (PS) to the Medium Scale Residential Zone (RM h16). The remaining 0.66 ha will remain as the Parks and Services Zone (PS) and the school will be demolished to allow for construction of a passive recreation space in 2026.

Background

  • Between 1973 and 2023, Civida operated and managed the site known as “Petrolia”, a 12 building, 70-unit townhouse complex.
  • The townhouse complex was demolished in winter 2024 to facilitate the site's future redevelopment after a Building Condition Assessment determined there were structural issues with the buildings.
  • The City is currently working with Civida on future redevelopment plans for the site.
