Construction between Rabbit Hill Road and Whitemud Drive started in spring 2021 and was completed in 2024.

Stage One of the Terwillegar Drive Expansion Program includes all road upgrades to Terwillegar Drive from Anthony Henday Drive to Whitemud Drive. The improvements include:
A noise study was completed which revealed that the current berms and fences along Terwillegar Drive provide sufficient noise mitigation to meet the requirements of the Urban Traffic Noise Policy C506A under both current and future traffic conditions. Additional noise reduction measures are therefore not planned as part of Stage One.

During construction, 2 lanes of traffic will remain open in each direction during peak periods only. No major detours will be required, however, there will be traffic flow impacts during off-peak hours.

Thank you for joining the online information sessions for Stage One construction details held on April 15 and 17, 2021. Participants were able to ask questions to the project team and also viewed the Stage One Final Design and this year’s construction details.

Terwillegar Drive Expansion Program Update - Spring 2021 with recording
Construction for Stage One upgrades begins this year. Site preparation for the new shared-use path will begin in early March with the selective removal of some trees along Terwillegar Drive, from 40 Avenue to Whitemud Drive. Preserving the natural area along Terwillegar Drive is a key component to this project. New trees will be planted where possible once construction is complete.
Roadway construction will begin this spring between Whitemud Drive and Rabbit Hill Road. During construction, 2 lanes of traffic will remain open in each direction. No major detours will be required, however there will be traffic flow impacts during off-peak hours. Once road construction between Whitemud Drive and Rabbit Hill Road is complete, construction for the shared-use path will begin.
Pre-construction work between Anthony Henday Drive and Rabbit Hill Road is anticipated to start summer 2021. More information will be provided prior to construction starting including any detours and construction details.

Project staff were available to answer any questions as residents learned more about the updates for transit users, motorists, pedestrians and cyclists, as well as next steps.

At the information session, a video was available that showed the new movement along Terwillegar Drive including the dedicated bus lane, motor vehicle lanes and shared-use path.
In November and December 2018, the City hosted 2 public engagement events to share the draft expressway plan. Previous feedback was used in the development of the draft plan and provided input on the plans for transit, pedestrians and cyclists.

The initial phase of public engagement was designed to gather priorities and perspectives for the City to consider in the validation and updating of the approved concept for Terwillegar Drive, and to gather feedback and perspectives on several high-level freeway configuration solutions and interchange design options. Engagement activities were conducted with community organizations, area residents, businesses, the public and commuters.
On January 24, the City held a public meeting to engage with residents, businesses, communities, and other stakeholders during the initial steps of the study. Attendance was high with over 480 interested citizens taking this opportunity to share priorities and perspectives for the study, and to share input on draft freeway design options.
