The application process is in 2 parts. The first is to fill out the form below. Once you submit, it is important that you check the email that will be sent to you, it will include a list of the documentation that is also required. Those documents will then need to be emailed to the City.

The Not for Profit Affordable Housing Tax Grant is managed jointly by the City of Edmonton’s Social Development Branch and Assessment and Taxation Branch. The program is intended to offset annual municipal property taxes for affordable housing providers. Please see the program guide for more information.

Qualification Requirements: 

  • Non-profit affordable housing
  • Must have an existing government agreement stipulating affordable housing for:
    • A defined period of time 
    • OR the rent charged is a maximum of 80 percent of the open market rental rate or less than 30 percent of the pre-tax gross household income
    • OR must be willing to enter into such an agreement with the City of Edmonton

  • A full copy of the organization’s most recent audited financial statements.  Please note that the City of Edmonton expects organizations to complete financial statements within six months from their fiscal/corporate year-end. Stale financial statements will not be accepted;
  • The most recent Annual Return on file. Preferably within two years from the date of the grant application;
  • If applicable, Memorandums of Association and Articles of Incorporation.

You have indicated that a non-profit organization owns at least 50 percent of the property, you will be required to provide documentation that confirms non-profit status.

  • If created by an Act of Provincial Legislature or Parliament, a full copy of the Act;

Instructions for submitting this documentation will be provided in the email you receive after submitting this form.  Please note that your application will not be reviewed until all documentation has been submitted.
 

Properties must provide at least 25 percent of their units as affordable housing to qualify. Please indicate the total number of units, the number of affordable housing units, and the type of affordable housing unit in each property that you believe qualify.




 
Affordable, Supportive, or Transitional Affordable Housing Units will only qualify if applicants are able to demonstrate an enforceable legal agreement or other requirement that requires units to be rented at 80 percent of market value, or at less than 30 percent of the pre-tax gross household income of the residents.

  • If  some units in the property qualify as Government Supported Housing or Other Permanent Affordable Housing, please provide documentation demonstrating the agreement or other legal requirement that requires these units to be rented as affordable housing. 
  • If you do not have an enforceable legal agreement or other requirement that requires the properties to be rented at 80 percent of market value or at less than 30 percent of the pre-tax gross household income of the residents, AND wish to enter into an agreement with the City please indicate below:
Based on the information you have provided, you do not qualify for the Not for Profit Affordable Housing Tax Grant. This grant only applies to Non-profit or Management Body under the Housing Act or partnerships where a non-profit owns at least 50 percent of the property.
There must be no significant legal issues associated with the property or owners.  Legal issues may include but are not limited to: 
  • Development compliance
  • Litigation with the City, excluding any litigation surrounding the assessment or exemption status relating to taxes
  • Litigation relating to the property, including foreclosures
  • Other properties owned by the applicant or a related entity are the subject of foreclosures
  • Tax arrears
  • Bankruptcy or receivership, either facing the applicant or an entity related to the applicant
  • Any other issues as identified in by the applicant
