A third-party advertiser (TPA) is a registered individual, corporation or group who uses election advertising to promote or oppose a municipal or school board candidate, or a position on an issue that is the subject of a vote on a bylaw or question.

Third parties must register with Edmonton Elections if they plan to spend or accept a minimum of $1,000 to advertise in the Edmonton Election. Registered third-party advertisers will be listed in the Register of Third-Party Advertisers. This public register will include the third-party advertiser’s election advertising returns.

Rules for Third-Party Advertisers

Third-party advertisers must comply with Part 8 of the Local Authorities Election Act and the advertising guidelines for local elections established by Municipal Affairs.

Third-party advertisers cannot:

  • Be affiliated with any candidates, parties or slates
  • Collude or cooperate with candidates, parties or slates
  • Be a registered charity or publicly funded body, including health agency, post-secondary institutions and municipality

Register of Third-Party Advertisers

The following third party advertisers have registered with Edmonton Elections. Any changes to the registered information, such as an update to group membership, must be reported to Edmonton Elections within 30 days. Updates can be sent by email to elections@edmonton.ca.

Cancellations

Registration of a third-party advertiser may be cancelled:

  • At the request of the third-party advertiser
  • For failure to file its report of advertising contributions or advertising return

Registration Process

Eligibility

Third-party advertisers must be one of the following:

  • An individual who resides in Alberta
  • A group, as defined in the Local Authorities Election Act and whose members all reside in Alberta
  • A corporation that carries out business in Alberta
  • An Alberta trade union or Alberta employee organization

TPAs already registered with the provincial government – meaning that they are registered in more than 10 jurisdictions – do not need to register with Edmonton Elections.

How to Register a TPA

Complete and submit the Form 27 Registration of a Third Party to Edmonton Elections.

Groups must also provide the following:

  • Resolution: A copy of a passed resolution confirming an intention to act as a third-party advertiser. This may be in the form of certified meeting minutes.
  • Membership List: A list of the principal officers or principal members, with full names, mailing addresses (including postal codes), emails and phone numbers.

Corporations must provide the following:

  • Proof of Alberta Registration: A document verifying the official registration of the corporation in Alberta. This may include a certificate of incorporation issued by a registry in Alberta, a corporate registry search report, or the articles of incorporation.

A third party with a governing body must also provide a copy of a resolution authorizing the third party to incur election advertising expenses.

Submitting an Application

Registration packages for third-party advertisers must be submitted to Edmonton Elections in person at 16304 114 Avenue NW, Edmonton, AB.

Email Edmonton Elections to schedule an appointment to submit an application for registration.

Upon receipt, Edmonton Elections will review the application and provide confirmation that the requirements have been met.

Financing

The election advertising period for the 2025 Edmonton Election was May 1 to October 20, 2025. The 2029 Edmonton Election advertising period is from May 1 to October 15, 2029. Advertising Disclosure Requirements

Third-party advertisers must submit a final election advertising return for the 2025 election advertising period by March 2, 2026.

Third-party advertisers with funds remaining in their advertising account after an election advertising period must file election advertising returns before March 1 of each year. See section 183 of the Local Authorities Election Act for more information on the disposition of advertising account funds.

Failure to file an election advertising return on time will result in a mandatory late filing fee of $500.

An election advertising return must include:

  • A completed Form 28 Third Party Advertising Contribution Statement (revised January 2026), signed by the Chief Financial Officer, that includes all contributions, whether monetary or in-kind goods or services, as follows:
    • Total contributions of $250 or less
    • Total contributions over $250
    • Names and addresses of contributors of more than $250
  • A financial statement
  • Advertising expense limit report
  • A detailed list of contributions above $250
  • An itemized list of all relevant advertisements
  • Any related supporting information and documents

What is the difference between campaign contributions and third-party advertising contributions?

The differences are defined by the Local Authorities Election Act:

  • A campaign contribution is made directly to a nominated candidate’s campaign by an individual, a group or corporation who lives and operates in Alberta.

  • Advertising contributions are contributions made directly to a third-party advertiser by individuals, groups or corporations who reside or operate in Alberta.

The contribution rules and limits are distinct for each type of contribution.

Will third-party advertiser reports and returns be publicly available?

Yes. All advertising returns will be published on the Edmonton Elections website. Addresses of contributors will be removed.
