Provincial Legislation

The Government of Alberta provides the legal framework for local elections and by-elections through the Municipal Government Act, Education Act and Local Authorities Election Act.

The Local Authorities Election Act regulates local and school board election procedures, including candidate nominations, voting and vote counting processes, election finances and reporting requirements. There are three regulations authorized under this Act:

City of Edmonton Bylaws

The Elections Bylaw (157.87 KB) establishes procedures for municipal elections and delegates authorities to the Returning Officer.

The Ward Boundaries and Council Composition Bylaw (Bylaw 15142) divides Edmonton into wards, establishes ward boundaries, and determines the number of Councillors that make up City Council. The Ward Boundary Design Policy establishes the guiding principles to be applied to the design of municipal ward boundaries and determines the schedule for ward boundary reviews.

The Public Spaces Bylaw regulates the City’s public spaces and other areas, including the placement of signs and special events. Signs must be compliant with the Terms And Conditions For The Placement Of Free Standing Election Signs On City Road Right-Of-Way.

City Council has also established the following policies respecting the use of City facilities for campaign or political purposes:
