Description/Purpose
The Edmonton Design Committee (EDC) reviews and provides recommendations to applicants and the City regarding development applications.
New EDC Standards and Procedures
City administration, in partnership with the Edmonton Design Committee, have developed new Standards and Procedures.
These new

New EDC Bylaw 19784
City Council adopted a new
on August 30, 2021.The new bylaw was developed in alignment with the upcoming Standards and Procedures and includes:
- The ability for City administration, with the support of the Committee, to exempt certain projects from review. For example, small-scale ground-oriented residential development, storefront improvement projects approved through the Facade Improvement Program, and new City facility projects of a utilitarian nature that lack a strong public realm interface would not require EDC review. This change is in response to input from the Committee, City administration and industry, to exempt small-scale projects and better focus the Committee’s review on projects with high urban design impact.
- Adding a member to represent the Alberta Professional Planners Institute, bringing the total representatives to 2.
- Changing the criteria for the member who represents academia, to include post-secondary institutions beyond the University of Alberta and areas of research and teaching beyond the disciplines of industrial design and fine art. These changes to Committee membership are in response to the Committee’s desire to bring greater insight and perspective to the review of projects.
The EDC’s Mandate and Work
The Edmonton Design Committee (EDC) was established by City Council in 2005 with the mandate to “improve the quality of urban design in the city of Edmonton.” EDC meets this mandate primarily through the review of private development applications and key City of Edmonton projects.

Committee meetings are held virtually on the dates indicated below, beginning at 4pm. Agendas are available 10 days before the meeting date, and minutes are posted once approved.

The EDC has established a subcommittee to assist in the performance of the committee’s duties, including the ongoing development and implementation of new standards and procedures. Subcommittee meetings are held on the 4th Tuesday of each month at 4pm at the Edmonton Meeting Centre (3rd Floor Edmonton Tower, 10111 104 Avenue NW) unless otherwise indicated. Agendas are available 10 days prior to the meeting date, and minutes are posted once approved.

Though not mandatory, applicants are strongly encouraged to make an informal submission to EDC for any proposed development. The intent of this step is to offer information and guidance in advance of the formal submission. A letter from the EDC is not provided after an informal presentation, and it is the responsibility of the applicant to take notes at this meeting.
Informal Submission Requirements
The informal submission process allows the EDC to engage with the proponent at an early and conceptual stage of development.
Beginning February 15, 2022, the minimum information required for an informal submission for a development permit application, rezoning application, or public project is
- Site plan
- Building elevations
- Context plan
- Preliminary design narrative referencing the Principles of Urban Design as appropriate
- Site plan
- Landscape plan
- Preliminary elevations, drawings and renderings of the proposal

- For rezoning projects, the proposed text provision should be provided if possible
Applicants will continue to schedule informal submission presentations to EDC by contacting edmontondesigncommittee@edmonton.ca.
Informal submissions are to be provided to EDC Administration in digital format not exceeding 50 MB in size.
The Edmonton Design Committee (EDC) Bylaw requires formal presentation reviews for major development applications submitted to Development Services.
Beginning February 15, 2022, EDC formal submissions will be made concurrently with a rezoning or development permit submission. Presentations to the Committee will only be scheduled by EDC Administration upon receipt of a complete informal or formal submission.
