The Terms of Reference for Area Structure Plans (ASPs) and Neighbourhood Structure Plans (NSPs) outlines the steps involved in navigating the considerations involved in creating a new plan, establishes content requirements to ensure desired outcomes are achieved and explains what supporting technical studies are needed.

Terms of Reference Toolkit

In practice, the Terms of Reference for ASPs and NSPs is a toolkit that includes a procedure document, a drafting template document and digital map standards template. This toolkit applies to any plans that are proposed after May 4, 2025. The procedure document can be downloaded using the link below, and the drafting template and map standards are made available to applicants during the plan creation process.
