City Council Public Hearings Mandate

Statutory meetings, which hear from members of the public related to land use and taxation bylaws and charter bylaws. 

City Council Mandate

The ultimate decision-making body for the City of Edmonton and its mandate encompasses all of the topics discussed at the Standing Committees.

Audit Committee

Mandate

Assists Council in fulfilling its responsibilities by reviewing reports from the City Auditor, external auditor and Administration relating to financial statements, enterprise risk management, internal controls, fraud, misconduct and policy compliance. The City Auditor's reports focus on compliance, controls, efficiency, effectiveness and economy of City operations.

Citizen Members

Audit Committee includes two citizens with extensive background in financial accountability in large organizations. Citizen members of Audit Committee can serve a maximum of six years.

Owen Edmondson is a graduate of the University of Alberta, where he completed his MBA and Bachelor of Science degree. He is a Certified General Accountant and completed the advanced executive program at the Ivey School of Business at the University of Western Ontario.

Mary Persson currently serves as Assistant Deputy Minister, Financial and Corporate Services with Alberta Health. She is a Certified Public Accountant, Certified Management Accountant and is well versed in accounting and auditing functions in the public sector.

Description/Purpose

The Annexation Negotiating Committee represented Council's position in annexation negotiations with Leduc County and the Town of Beaumont.

City Manager Recruitment Process Committee Archive Minutes

The final report was dealt with at the July 18, 2000 City Council meeting - Item J. 1. a. This Committee was disbanded in 2000 and revived in 2009 to develop a process to recruit a new City Manager.

Independent Council Compensation Committee
2017 Committee

At the June 27, 2017 City Council meeting, Bylaw 18119 was passed. This established the Independent Council Compensation Committee with a mandate to review the salary of Council in light of economic changes, the recent federal removal of the non-taxable option and comparable municipalities.

The Committee was composed of the same members as in 2012/13. The Committee reported its recommendations on August 29, 2017, which were approved by Council.

2012/2013 Committee

At the December 14, 2011, City Council meeting, Bylaw 15969 was passed, establishing a new Independent Council Compensation Committee. The Committee was comprised of five citizen members appointed by the City Manager. During their term, committee members reviewed and made recommendations on the remuneration provided to Members of Council, including base salary, other forms of compensation, benefits, pensions, other allowances and market adjustment policies. The Committee reported its recommendations on January 23, 2013.

LRT Governance Board

The LRT Governance Board has completed its mandate and held its final meeting on April 14, 2016. The LRT Governance Board Bylaw expired on May 5, 2016.

Mandate

The LRT Governance Board’s mandate was to approve the terms of the City’s RFP, including the form and content of the P3 Agreement for the LRT project.

Description/Purpose

The LRT Governance Board provided oversight of the Light Rail Public Transportation System project in Edmonton. This means the procurement, development, design and construction of the Southeast and West LRT.
