Food trucks and vendors bring vibrancy to Edmonton’s streets and parks. Learn more about the requirements for mobile food vending before setting up shop.
The City's Public Spaces Bylaw 20700 is in effect as of May 12, 2025. Recent changes in the bylaw apply to Mobile Food Vending and the Approved Vendor List. This information will be updated as soon as possible to reflect these changes.
All approved vendors operating on public land are required to abide by the following Mobile Food Vending Terms and Conditions. This includes the vendor code of conduct, indemnity and insurance, compliance, operational requirements and exclusion zones where vending is not permitted.
To become an Approved Vendor, businesses submit documentation to the City to confirm compliance with provincial and municipal policies and regulations. Vendors are responsible for ensuring they are complying with all business licensing, insurance and health and safety requirements.
Municipal and provincial requirements for vending can be found in the how-to guide for new vendors. Vendors are responsible for managing their vending documents and ensuring compliance with all expiry dates. Vendors must have these completed forms on-site at all times while operating their vending unit on public land.
First-time vendor applications will only be reviewed once all the necessary documents have been submitted. It takes about 10 business days to review and approve a complete application.
A business licence with the City of Edmonton for Food Trucks/ Food Carts is required for all mobile food vendors. You can apply for an online business licence application.
Please note, business licensing is not managed by the Vending program; we cannot process or review business licence applications. Business licence applications are only accepted if submitted online.
City Requirement Valid Commercial General Liability Insurance Certificate not less than $2,000,000.00 (two million dollars) coverage against bodily injury, personal injury, products and completed operations, and property damage including loss of use thereof.
The City of Edmonton must be listed as Additional Insured. The certificate of insurance must be endorsed to provide the City of Edmonton with a 30-day advance written notice of cancellation. Must include Automobile and/or Non-owned Automobile Liability Insurance on all vehicles owned, operated or licensed in the use or operation of mobile food vending in an amount no less than $2,000,000.00 (two million dollars).

Upon request, the Vendor may be required to show proof of their Commercial General Liability Insurance Certificate per occurrence not less than $2,000,000.00 (two million dollars) coverage against bodily injury, personal injury, products and completed operations, and property damage including loss of use thereof. The City of Edmonton must be listed as Additional Insured. The certificate of insurance must be endorsed to provide the City of Edmonton with a 30-day advance written notice of cancellation or material change of policy.
Upon request, the Vendor may be required to show proof of their Automobile and/or Non-owned Automobile Liability Insurance on all vehicles owned, operated or licensed in the use or operation of mobile food vending in an amount no less than $2,000,000.00 (two million dollars).
Provincial Requirement
Food Trucks are required to have valid Commercial Vehicle Registration. Food Trailer/Food Carts must have two registrations, one for the food trailer/food cart and one for the support/tow vehicle.

Provincial Requirement Food Handling Permits are issued by Alberta Health Services (AHS). AHS has specific definitions for Mobile Food Vending Units.
The AHS Food Handling Permit Application must be submitted to AHS for review and approval.

The City requires all mobile food vendors to complete declaration forms to ensure conformance to the Provincial STANDATA requirements that food trucks / food carts must abide by. Vendors must work with third parties to complete the required inspections using the provided documents. Third party forms, or forms from other municipalities are not accepted when vending on public land in the City of Edmonton. The City does noes not conduct inspections on vendor units for these declarations.
If equipment has not been installed or is not part of the set up of the vending unit, the inspector is required to mark “Not Applicable (N/A)” and sign off on this.
As of July 2, 2024, Parks Mobile Food Vending Permits are no longer required.
In high vending demand parks, vendors can only use designated vendor parking stalls which are marked with signs and available on a first-come, first-serve basis. In all other parks, vendors may set up in any legal parking space on public property. Regular EPark fees and limits apply.

As of July 2, 2024 individual mobile food vending street roaming permits are no longer required.
The restrictions on where you cannot park your vending unit are governed by the Traffic Bylaw 5590 for motor vehicles.
Vendors may park in approved, legal street parking locations on public property, and if in a paid parking area, must pay to park and need to abide by any parking restrictions, including time limits.
Paying parking fees is a requirement of the traffic regulations, regardless of what vehicle is parked.
Note that the City does not manage vending permissions on private property. Vendors must get permission from property owners to vend on privately owned land and parking lots.
As of July 2, 2024, sidewalk carts operate on a first come, first serve basis. Location-specific permits are not required.
Vendors are required to submit a declaration form online acknowledging that they have read, understood, and agree to abide by the City of Edmonton’s Mobile Food Vending Terms and Conditions, including Section 3 which contains additional conditions for sidewalk vending, as well as submit the location they intend to vend at. Sidewalk declarations ensure the City can maintain the safety and accessibility of the sidewalk network.
In order to attend events and festivals, vendors must be listed on the Festival Licence for these events or festivals. Only vendors approved by the event organizer can be within the boundaries of a festival or event. Other vendors will be asked to leave immediately. If a vendor refuses to leave, Bylaw Enforcement action will need to be taken.
During festivals and events, no other vending is permitted within two blocks of the event boundary, otherwise known as the Exclusion Zone, during the operating hours of the event or festival.
Vendors not invited to take part in a farmer’s market by the farmer’s market organizer, must not vend within two blocks of the farmer’s market boundary during operating hours of the market.
Declarations are not permitted to be used for Food Trucks and/or Food Carts.
This Neighbourhood Event Vendor Declaration is intended to provide the opportunity for service providers, suppliers and merchants to self-manage their participation at neighbourhood events that they have been invited to attend by event organizers, on City-owned parkland.
The mobile food vendor working at a neighbourhood event must be on the Approved Vendor List.
If an event organizer would like to hire/invite mobile food vendors, such as food trucks or food carts, to attend their neighbourhood event, it is recommended the event organizer check that those mobile food vendors are on the approved mobile food vendor list.
If they are not on the approved mobile food vendor list, the Vendor must submit all required documents a minimum of 10 business days before the event.
The Vendor assumes all responsibility for themselves and anyone whom they have hired or otherwise authorized to sell goods or products at the vending location.
The restrictions on where you cannot park your vending unit can be found in the Mobile Food Vending Terms and Conditions.
The City of Edmonton, by its authorized representatives, may carry out inspection of the Vending Unit and the Vending Location at any time for the purpose of determining whether the Vendor is in compliance.
All required documentation associated with mobile vending must be provided immediately upon request to members of Bylaw Enforcement, Park Rangers, Edmonton Police Services and employees of the City of Edmonton.
