Council's Strategic Plan 2019 - 2028

About the Plan

Council’s strategic plan is a people-focused plan that will guide us toward our collective ambition for the Edmonton we all want. The 2019 - 2028 plan is based on the feedback gathered throughout the extensive public engagement process using in-person and online approaches.

It identifies the City's long-term planning, and serves as the foundation on which the City of Edmonton’s corporate business plan, department business plans, master plans and budgets are developed and approved. 

The vision, principle and goals are the foundational components of Council’s strategic plan. Indicators to track progress towards the goals will be developed with the community and brought back to Council to complete the plan in Q1 2019. Currently, the pieces of Council’s plan which are approved are:

  • Vision for 2050 - The vision is an aspirational description of where Edmonton wants to be in the future.
  • 10-Year Principle - In a strategic plan, the principle is the lenses to guide decision-making. The one approved principle will be the unifying strategy through the Corporate Business Plan and through future work with partners to achieve the vision.
  • 10-Year Strategic Goals - Council’s strategic goals facilitate progress towards the city’s vision. While the vision has a 30-year perspective, the goals identify areas of transformation for the next 10 years.

Timeline

In Spring 2017, the Strategic Renewal project team completed pre-engagement meetings with community and business leaders to better understand how to engage Edmontonians around Council’s strategic plan.

The conversations in the meetings centered on 2 areas:

  1. Insights from the community and business leaders’ view of the world
  2. Strategic advice on how to conduct a meaningful consultation and engagement process

These conversations helped shape the public engagement approach for the process of engaging Edmontonians, called Vision 2050. This process was approved by Council in December 2017. 

Vision 2050 was a people-focused process. Purposeful and meaningful engagement happened in person and online through workshops, small group discussions, public engagement sessions, social media, and surveys during the Spring 2018.

Many statistically significant responses were collected representing the population as a whole. Common themes emerged from our diverse samplings. Revisions were made to the draft strategic plan and Council approved the revised strategic plan in June 2018.

Council’s strategic plan is guiding the development of the City Plan, and the Corporate Business Plan. 

History

Ten years ago, Edmontonians from all walks of life helped City Council build a common vision for our future. The result of this work was the City of Edmonton’s 2040 vision and a 10-year strategic plan called The Way Ahead. Since 2008, these plans have been the road map for our work, guiding us towards our continued commitment to serving the citizens of Edmonton.

The Way Ahead and the 7 directional plans (called The Ways) that supported it served us well. They helped us transform our downtown core, expand our LRT, reduce our carbon footprint, and build new recreation centres, fire halls and libraries.

Building on the achievements and lessons of The Way Ahead and The Ways, Council’s Strategic Plan, 2019 - 2028, will be an evolution of The Ways and will provide more clarity and consistency in our work.

Next Steps

In Q1 2019, the final version of Council’s strategic plan will be presented to Council.

In Q4 2018, indicators will be developed with the community to track progress on the Strategic Goals.
