How Business Improvement Areas are Created
A BIA is initiated at the request of a business community. It is set up and governed by a combination of provincial legislation and City policy.
When a BIA is created, City Council establishes a business association and sets the BIA boundary. The business association is responsible for managing the BIA, working on behalf of its members, setting goals and taking actions that will improve the economic vibrancy of the area. Each year a BIA proposes a Board of Directors and annual budget. These are required by provincial legislation to be approved by City Council.
Approved annual BIA budgets are collected through a special tax paid by all BIA members.
