Proposed Road Closure: 102 Avenue between 103 Street and 99 Street

road closure application (map) has been received for a portion of 102 Avenue between 103 Street and 99 Street.

This application proposes to close the traffic lane within 102 Avenue between 103 Street and 99 Street, for a period of one year. The closure area will remain open to pedestrians. 

This proposed road closure application is being pursued in response to the following motion made by Council on June 7, 2022, which states:

“That Administration implement a pilot, as soon as possible, of the full closure of the traffic lane on 102 Avenue between 99 Street to 103 Street for the purpose of establishing a pedestrian-friendly corridor that would accommodate emergency services access and that Administration prepare a road closure bylaw for the full closure of the traffic lane on 102 Avenue between 99 Street to 103 Street for a one year pilot, and that activation projects be considered as part of the downtown vibrancy grant program and that Administration work with local stakeholders for implementation.”

The application proposes to rezone the properties from an existing Site-Specific Development Control Provision (DC2.889) and the Urban Warehouse Zone (UW) to the  Public Parks Zone (AP) and the Urban Warehouse Zone (UW). 

The application is to rezone and close portions of roads and alleys in order to consolidate land for the development of Downtown’s Warehouse Park. The associated road and alley closures include the closure of a portion of 107 Street and alley portions between 107 Street and 106 Street as shown on the map.

Southeast Corner of 102 Avenue NW and 106 Street NW

A planning application has been received to rezone the southeast corner of 102 Avenue NW and 106 Street NW. This proposal includes 10157, 10169, and 10185 106 Street.

The proposed rezoning will accommodate the development of two residential towers on a base structure with commercial and residential uses.

10620 99 Avenue NW

A planning application (map) has been received for rezoning of a property at 10620 99 Avenue NW.

This application proposes to amend the existing Site Specific Development Control Provision DC2.906, approved in 2015, to add 5 residential units (for a maximum of 240) and adjust parking requirements accordingly.

The proposed Site Specific Development Control Provision (DC2) does not alter the existing DC2 Appendix elevations/site plan.

Language has also been added regarding the community contribution, which allows for amounts which are excess to that required for adjacent streetscaping to be directed to the improvement of Dick Mather Park at McKay Avenue School.

Edmonton Tower (10111 104 Avenue NW)

A planning application (map) has been made for a plan amendment and rezoning at 10111 104 Avenue NW, the Edmonton Tower. The application was submitted by Stantec Consulting Ltd., on behalf of ICE District Properties JV.

This application includes two components:

Plan Amendment

The proposed amendment to the Capital City Downtown Area Redevelopment Plan (ARP, 16MB) would expand the Arena and Entertainment District; the area including the Downtown Arena and land south of 104 Avenue, to include the Edmonton Tower site.

Rezoning

The proposed rezoning would change the zone for this site from Core Commercial Arts (CCA) Zone to Arena and Entertainment District (AED) Zone. As the site is already developed with the Edmonton Tower, the rezoning, if approved, may permit large-format digital signage and advertising.

The applicant's stated intent is to "facilitate the development of an overall signage and lighting scheme for ICE District."

A planning application has been received for a property at 10209 100 Avenue NW, the former site of Dwayne's Home.

The application proposes to rezone the site from the Residential Mixed-Use Zone (RMU) to a (DC2) Site Specific Development Control Provision

The proposed DC2 Provision would allow for a multi-unit residential building with a maximum height of 35 metres (approximately 6 storeys)and a maximum of 215 dwellings. The draft DC2 Provision has more details on the various aspects of the proposal.

10301 104 Street NW

A planning application (map) has been received for a property at 10301 104 Street NW.

The application proposes to rezone the property from the Heritage Area Zone (HA) to the Direct Development Control Provision (DC1) zone. 

Revised Application

This application was previously considered by City Council at a Public Hearing on September 8, 2021. At that time, only the west facade of the historic Horne & Pitfield Building on this site was proposed to be retained and Council passed a motion to refer the application back for adjustments to protect more of this existing historic building. In response, this revised application also includes the retention and designation of the south facade, in addition to the west facade.

The  proposed DC1 Provision (3.9 MB) would allow for a mixed-use tower with the following key characteristics:

  • A maximum tower height of 160 metres (approximately 40 - 45 storeys), with the lower 18 metres (approximately 4-5 storeys) being the base structure
  • A maximum floor area ratio (FAR) of 16.0
  • A maximum tower floor plate of 850 square metres

The existing Horne & Pitfield building on this site has been identified for its historical significance, however, it has never been protected from demolition through designation under the provisions of the Historical Resources Act. The proposed DC1 Provision requires the retention, historical designation and incorporation of both the west and south facades of the existing building into the proposed tower base structure.

From June 14–27, 2021, feedback was collected online through the City's online virtual engagement tool in lieu of an in-person engagement session.

Input from Edmontonians will be used to inform conversations with the applicant about potential revisions to the proposal to address concerns or opportunities raised. Feedback will also be summarized in the report to City Council when the proposed rezoning goes to a future City Council Public Hearing for a decision.
