Lot grading requirements and approval procedures for residential homeowners
This stage includes grading the clay on the lot in accordance to the design of the approved Lot Grading Plan for residential property.
Rough Grade Inspections are conducted by Lot Grading Inspectors for the City of Edmonton. These inspections enforce the Drainage Bylaw to verify that the lot is graded in accordance to the approved Lot Grading Plan and Lot Grading Guidelines.

- Apply for Rough Grade Approval after the lot is graded in accordance to the approved Lot Grading Plan.
- Submit a Lot Grading Certificate to Drainage Services for review and approval.
- A City Lot Grading Inspector will conduct a visual site inspection within 5 working days from receipt of the request, depending on weather conditions and workload.
- The builder or applicant will receive a Lot Grading Inspection Report indicating that the property's lot grading is passed or failed.
Note: After the Rough Grade Approval is issued, the homeowner is required to finish Final Grade and apply for Final Grade Approval within 1 year.

$130 for Single-detached housing and Semi-detached housing, which includes both Rough and Final Grade Inspections.
Fee is collected at the time of Building Permit application.
