Edmonton’s New Zoning Bylaw Approved

Edmonton’s new Zoning Bylaw (Charter Bylaw 20001) and city-wide rezoning (Charter Bylaw 21001) were approved by the City Council on October 23, 2023, and come into effect on January 1, 2024.

Creating a New Zoning Bylaw

Writing a new Zoning Bylaw is a rare opportunity to rethink what we regulate in terms of land development and whether we are regulating the right things.

Edmontonians have played a critical role in shaping the proposed new Zoning Bylaw since 2018 through workshops, online surveys, information sessions and more. Visit the Public Engagement page to learn more.

Various technology tools will help Edmontonians access the Zoning Bylaw to better understand how its regulations affect their properties.

Rezoning Land to Align with the new Zoning Bylaw

The rezoning project will help realize the vision of the new Zoning Bylaw by applying new zones to all properties in Edmonton. Guiding Principles were created to provide stakeholders and Edmontonians with a degree of transparency and predictability throughout the rezoning process.

Get familiar with the zones that apply to you by typing in the address of your residence, business, or favourite coffee shop, using the new zoning map.

Project Implementation

Transitioning to the new Zoning Bylaw will involve updates to land development processes and services, as well as thoughtfully planned education, training and awareness opportunities for affected homeowners, applicants and more.

We understand that with new changes come new questions. Additional resources to assist Edmontonians with understanding the approved zoning changes and what they mean for their property will continue to be added to the Document Library during the transition to the new Zoning Bylaw.

Phase 4

Implement (November 2023 - January 2024)

New Zoning Bylaw and map in effect (January 1, 2024)
Test and refine automation, new processes and workflow updates
Launch education sessions for the public
Launch content management system
Design and build interactive map

Phase 3

Finalize (May 2023 - October 2023)

May 2023- Refine-level public engagement on the revised version of the draft Zoning Bylaw and Know Your Zone Rezoning Map. The feedback received will be used to develop the final draft of the new Zoning Bylaw and map.
June-July 2023- Advise-level public engagement on the draft Zoning Bylaw. New or previously unconsidered comments may be used to develop the final draft of the new Zoning Bylaw.
October 2023-The new Zoning Bylaw and Rezoning Map were approved by City Council on October 23, 2023.
- Edmontonians were invited to share their opinions with City Council at a Statutory Public Hearing on October 16, 17, 18, 19, 20 and 23, 2023.

Phase 2

Develop and Build (February 2021 - April 2023)

Write and refine draft Zoning Bylaw
Prepare and refine the equivalency table, which shows the equivalencies from current to proposed zones, and the zoning map
Design and build a content management system and interactive map
Review impacts of Zoning Bylaw on land development services
Public engagement on draft Zoning Bylaw, zoning map and technology
Public Hearing for Public Notification Bylaw 18826

Phase 1

Research (2018 - February 2021) - Completed

Research and analysis to support the new Zoning Bylaw included a variety of workshops, surveys and other engagement events.
