LRT bridgeThe standardized rating system is a management tool the City uses to develop a comprehensive inventory of its infrastructure assets and to evaluate their state and condition.

The City’s assets are grouped into one of four portfolios: Transportation, Environment and Safety, Social Infrastructure, and Corporate Infrastructure − and divided further into 14 infrastructure subgroups.

Portfolio Group
Transportation Road right of way: roads, sidewalks, bridges
Traffic control & street lighting
Transit facilities & equipment
Environment and Safety Drainage
Waste management facilities
Fire Rescue
Social Infrastructure Community Infrastructure
Corporate Infrastructure Buildings

To examine the state and condition of the City’s assets, each asset is rated on the five-point ranking system (very good, good, fair, poor, and very poor) according to its physical condition, demand/capacity, and functionality.

This tool enables Council and Administration to have consistent information when comparing the condition of separate infrastructure elements (roads to drainage or parks to information systems) and in establishing funding priorities.
