ETS Organizational Structure
ETS has eight sections, as well as Security and Risk Management, that report to the Manager. They are supported by Corporate "shared services" in Finance, Information Technology, Human Resources, Communications, and Fleet Services Branch. These sections operate out of seven facilities across Edmonton.
Over 2000 people are employed by the Edmonton Transit System, in either a full- or part-time capacity. The majority of these employees are transit operators, who provide our customers with "front line" service.
ETS Manager Charles Stolte
Charles Stolte is no stranger to the transit industry, with over 30 years experience working in transit properties across Canada. Charles is well versed in new technology, and pioneering industry solutions. He's also very involved with the Canadian Urban Transit Association, where he is currently CUTA Chair.
And, he takes transit.
Westwood Operations
This section provides bus service to Edmontonians from the north central garage. It is also responsible for offering a "shared service" to all bus operations in the areas of service support, the communication centre and bylaw enforcement.
Ferrier Operations
This group is based in southeast Edmonton, and offers "shared services' in operational training and safety, operator resource planning, and dispatch. Shift design and operational management system support are also carried out here.
Mitchell Operations
This section, our northwest contingent, is responsible for maintaining service contracts and service level agreements between transit and its service contractors. In addition, it manages bus facility and infrastructure maintenance.
Service Development
Transit's day-to-day and long-term planning are among the most significant roles played by Service Development. This group focuses on regular and new service planning, scheduling, facility and street ware planning. BusLink, Park 'n Ride, charters, and school services planning and monitoring are also performed here.
Community Relations
ETS's Community Relations Section initiates and maintains positive relationships with key stakeholders in the community, including key ETS customer groups, various interest groups, as well as corporate and institutional groups. ETS Community Relations collaborates with community partners, manages ETS's community sponsorships, and works with internal and external groups on a wide range of major events and joint programming. Customer Information Services is a critical part of the Community Relations function, providing telephone transit trip planning, customer feedback, and counter sales service for ETS customers. Community Relations coordinates and implements tactical-level marketing, promotion and communications activities geared to student, work and special needs customers. Community Relations section manages the ETS website, is heavily involved in developing and promoting self-serve information sources such as web and BusLink, as well as developing and delivering targeted public education programs. Community Relations is ETS's liaison group with the Edmonton Transit Advisory Board and coordinates ETS community involvements.
Business Development
The Business Development section oversees the strategic management system and business opportunities for ETS. Strategic and business planning, research and development, best practices and benchmarking and environmental scanning are handled here. Market planning and evaluation, advertising and promotions, business service/sales, and revenue and fare analysis and structure are also responsibilities of this section. In addition, Business Development looks after coordination of fare media, outlet administration, public and internal communications, and print and production. Revenue contract administration, regional service liaison, and policy development are performed by this group.
Light Rail Transit (LRT)
This section operates the light rail transit system (LRT), and provides routing maintenance, car and track service/repair, fare equipment, electrical systems, and station and shop maintenance.
Disabled Adult Transit Service (DATS)
DATS provides public transportation services to physically or mentally disabled people, 16 years or older, who are unable to use the regular transit system. The service is door-to-door, and employs skilled drivers to assist passengers. This section handles reservation, scheduling and dispatching services, as well as driver training and contract administration.
Security and Risk Management
This area coordinates and administers the security and risk management functions for Edmonton Transit. Security staff monitor and patrol the LRT system and selected adjacent pedways seven days a week, 24 hours a day. They provide support to bus operations as needed. Staff in this area enforce Transit Bylaw 8353, Parking Bylaw 5590, and Smoking Bylaw 6177. Security programs are developed and implemented in conjunction with Corporate Security and the Edmonton Police Service.
Office of the Branch Manager
This office assists and supports the Manager of ETS. This area is also responsible for administrative services, such as records management, purchasing, inventory, and interdepartmental mail and courier services.
Edmonton Transit System Advisory Board (ETSAB)
Established in 1994, the Edmonton Transit System Advisory Board (ETSAB) advises City Council, the Transportation & Streets Department, and ETS on ways to improve public transit and issues affecting the provision of public transit in Edmonton. ETSAB reports to City Council through the Transportation and Public Works Committee (TPW). The Board consists of 12 members, and one ex-officio member.
