Rezoning of an area north of 17 Avenue NW and west of 25 Street NW

A planning application (map) has been received for an area north of 17 Avenue NW and west of 25 Street NW.

The application proposes to rezone the area from Direct Development Control Provision (DC1) to an updated Direct Development Control Provision (DC1). The current DC1 zoning allows for "reverse housing," where development on a site does not face onto a public roadway, and vehicle access is provided from a public lane.

The proposed DC1 zoning keeps most of the regulations and intent, but modifies the specific regulations for garages, required parking (reducing the minimum number from 4 stalls to 3), and allows for both tandem and parallel parking.

West of 17 Street NW and North of Anthony Henday Drive

A planning application (map) has been received to amend the Laurel Neighbourhood Structure Plan for an area west of 17 Street NW and north of Anthony Henday Drive.

Application Background

In December 2016, property owners were notified of an application to remove plans for a pocket park in the southeast corner of the Laurel neighbourhood.

In September 2017, the application was revised to:

  • Maintain the pocket park and reduce its size from 0.85 ha to 0.4 ha
  • Reduce the size of the park planned north of 14 Avenue NW from 4.7 ha to 4.0 ha
  • Identify a location for a future EPCOR Water booster station

Zoning for the booster station was approved by Council on August 28, 2017 (Bylaw 18137). The purpose of the booster station is to improve water pressure to approximately 400-1000 lots in the southeast corner of Laurel and future southwest Aster neighbourhood. The booster station itself is very small and will produce little to no noise during normal operation. 

The application also includes an amendment to The Meadows Area Structure Plan to reflect the proposed amendment to the Laurel Neighbourhood Structure Plan.

1010 17 Street NW and 1504 24 Street NW

A planning application (map) has been received proposing to rezone land at 1010 17 Street NW and 1504 24 Street NW. The application proposes to rezone a portion of the sites from Agricultural Zone (AG) and Urban Reserve Zone (AGU) to Residential Small Lot Zone (RSL) to accommodate single-detached housing. 

The proposed rezoning conforms to the Laurel Neighbourhood Structure Plan, which designates these sites for low-density residential uses.

A planning application has been approved to rezone 1010 17 Street NW in the Laurel neighbourhood. The purpose of the rezoning is to accommodate a booster station for EPCOR Water.
