Rezoning for the Bonnie Doon Shopping Centre site at 8715 85 Street NW, 8420 85 Street NW, and 1 Bonnie Doon Shopping Centre NW

The City has received an application to rezone the Bonnie Doon Shopping Centre site and 8420 85 Street NW.

The proposed rezoning will accommodate the redevelopment of the shopping mall site into a high-density, mixed-use, transit-oriented development.

The application is in the pre-application stage. At this stage, the applicant is consulting with the community, before submitting a full application package to the City.

The applicant is B&A Planning Group, which is representing the site development manager, Morguard Investments Limited, and owners, Greystone Managed Investments Inc., CBC Pension Fund, and Healthcare of Ontario Pension Plan (HOOPP).

About the Proposal

The application proposes to rezone the site to a new (DC2) Site Specific Development Control Provision to allow for a high-density, mixed use development that includes:

  • Residential housing in high-rise, mid-rise, and other possible formats
  • Commercial, office, and retail space, including the accomodation of some existing tenants
  • A variety of uses and services which take advantage of proximity to the Bonnie Doon LRT stop on the Valley Line Southeast
  • Public or publicly-accessible open space

This new zone would designate sub-areas or precincts across the site, with varying heights and densities as appropriate. While there is no statutory plan in effect for the Bonnie Doon neighbourhood, the proposed zoning will be reviewed against City guidelines and policies related to:

Existing Zoning

The shopping centre area is currently zoned under Site Specific Development Provision (DC2.485). This allows for a large format shopping centre with a variety of permitted uses. The adjacent property at 8420 85 Street NW is currently zoned Low Rise Apartment Zone (RA7), and is used for a recycling depot.

There is no statutory plan in effect for the Bonnie Doon neighbourhood.

Public Engagement

Public events and online opportunities will allow residents, communities, businesses, and industry representatives to provide input throughout the process.

The applicant has submitted an Urban Design Brief (9MB) that includes a preliminary site vision and principles.
