Fire Safety Planning For Construction, Renovation and Demolition Sites

The owner, developer or contractor responsible for a construction or demolition site is required to develop a Fire Safety Plan acceptable to Edmonton Fire Services.

A fire safety plan is needed on your job site during construction or demolition by The National Fire Code - Alberta Edition. Edmonton Fire Rescue Services is implementing new guidelines on how owners, developers and contractors can do this.

Note: While the new process is recommended and preferable, the current Fire Safety Plan process will be accepted until the end of this year.

Improvements to the construction site safety inspection process are being made, addressing challenges experienced by clients and making the process more effective and efficient, reducing the time it takes to complete, and prioritizing client needs.

Scheduled to be implemented in full starting in 2024, this process will potentially decrease Building Permit issuance timelines and increase the value of inspection services including real time and on-site evaluations of fire safety plans (FSP) and overall site safety.

Current Process

The current process requires completing a fire safety plan (FSP) template. It is required that you submit your completed fire safety plan to the City of Edmonton Development Services Branch at the time of commercial building permit application.

Once this is done, this template is uploaded to the self-serve application and reviewed to determine if any changes are needed and to provide information to Fire Services for approval. Once approved, the template is to be posted on site for staff review and familiarization. The Edmonton Fire Rescue Services Technical Services Group conducts site inspections to ensure the requirements are followed including the FSP is known and practiced by all onsite personnel.

The current FSP template will be phased out by the end of 2023.

New Process Highlights

This new construction site safety inspection process will:

Allow greater detail to be provided at the time of initial inspections

Remove the “red tape” template requirement within the previous permit application

Have a focus toward on-site compliance of the NFC(AE) during construction.

These guidelines have been developed to aid owners, developers and contractors in creating their own FSP that conforms with the required local codes and standards. This will create higher ownership for the plan and its implementation than the fillable template.

Protection of Adjacent Properties During Construction

To meet the requirements of the National Fire Code — 2019 Alberta Edition, Sentence 5.6.1.2.(1), protection of adjacent properties during construction must be considered. The options listed are based on the assumption that the site supervisor has implemented fire prevention initiatives to reduce the risk of fire. A Fire Safety Codes Officer may visit the construction site to evaluate the method of protection of adjacent properties.
