Emergency Operations Centre

To ensure an effective and coordinated response to an event or disaster, the Emergency Operations Centre (EOC) has been established, equipped and is ready to be activated. The operational model used in the EOC is the Incident Command System (ICS). ICS is the management system designed to provide support and resources to the incident site.

There are over 300 staff from City departments, partnering organizations and agencies that are trained to staff the EOC during a major incident or disaster.

The EOC has developed a series of videos that explain how the City’s emergency response system operates and coordinates activities.

Staff are required to take the following courses to work in the EOC:

  • Introduction to Incident Command System (ICS 100) and Incident Command System 200
  • Introduction to Emergency Management
  • Emergency Operations Centre Management

The EOC has been activated for several planned events and in response to large incidents, including:

  • Grey Cup, 2002 and 2010
  • Heritage Classic, 2003
  • Canada Day, 2003-2011
  • Lilydale Chicken Processing Plant Fire, January 2004
  • Queen's Visit, May 2005 
  • Hydrochloric Acid release – NW Edmonton, May 2005
  • North Saskatchewan River Flooding, June 2005
  • Stanley Cup Playoffs, May 2006
  • North Saskatchewan Hazardous Materials Spill, July 2008
  • Gas Leak in residential area, August 2008
  • Halloween, October 31 2008
  • Stage Collapse, Camrose AB August 2009
  • House Explosion in North Edmonton, June 2010
  • Slave Lake Fire, May 2011
