The application includes a text amendment to the Edmonton Energy and Technology Park Area Structure Plan (ASP) and with that the creation of the new (EETIM) Edmonton Energy and Technology Park Medium Industrial Zone, which will be a separate Zoning Bylaw amendment.

The Edmonton Energy and Technology Park Area Structure Plan (EETP ASP) is a long-term planning document that provides the framework for development within the plan area. It was adopted by Council on June 9, 2010.
Edmonton’s Industrial Investment Action Plan (June 2016) includes specific actions to support development in the Edmonton Energy and Technology Park (EETP).
The two actions considered with this application are:
Realign portions of the arterial road network and adjust precinct boundaries and infrastructure to match with the proposed arterial network. The amendment includes related changes to the policies and land use statistics to reflect the new road alignment and precinct boundaries.
Merging of the Logistics and Manufacturing Precincts into a single Medium Industrial Precinct within the ASP and developing the new (EETIM) Edmonton Energy and Technology Park Medium Industrial Zone in order to implement the addition of the new Medium Industrial Precinct.
Plan Amendment Features
The application proposes to amend the Edmonton Energy and Technology Park Area Structure Plan by:
- Realigning the Arterial Roadway Network
- Realigning the land use precincts to coincide with the revised Arterial Roadway Network
- Realigning the infrastructure and servicing concepts for water, stormwater, and wastewater servicing to coincide with the revised Arterial Roadway Network
- Updating existing utilities mapping, including adding in the recent EPCOR/Altalink Heartland transmission line that runs through the EETP
- Merging the existing Manufacturing and Logistics Land Use Precincts to create a new Medium Industrial Land Use Precinct
- Updating all relevant policies and figures
- Adding in a new Figure 15 Collector Road Concept
- Revising the Land Use and employment population statistics
- General housekeeping (updating text to reflect updated plans, policies, studies, new documents, clerical errors and so on)
Various aspects of the proposed changes were discussed with area landowners and other interested parties at a November 2016 Open House. A feedback summary and other information from that open house is available on the public engagement page.
Proposed Medium Industrial Land Use Precinct
The EETP ASP currently identifies four distinct land use precincts; Petrochemical Cluster, Manufacturing, Logistics, and Research and Development.
The amendment proposes to merge the Manufacturing and Logistics precincts into a single Medium Industrial precinct.
The new Medium Industrial precinct will also allow for the development of smaller commercial nodes that will provide services for the employees and businesses located within the plan area.
Creation of a new zone: (EETIM) Edmonton Energy and Technology Park Medium Industrial Zone
The new precinct will be implemented through the creation of a new Special Area Zone, (EETIM) Edmonton Energy Technology Park Medium Industrial Zone.
This zone offers the core manufacturing and logistics uses as well as increased flexibility for other general industrial uses that are commonly found in standard medium industrial zones. These changes are reflected in a separate Zoning Bylaw amendment.
Proposed Revised Arterial Road Network
The revised road network more closely follows the grid pattern of section boundaries and existing road right-of-ways; it has fewer curves and is more efficient than the existing proposed network.
Technical Reports Review
A project of this scale requires a considerable amount of technical review and associated engineering studies. Preliminary studies have been provided by the applicant to support this text amendment.
