The Complete Streets Policy, approved by Council in May of 2013, describes a shift in roadway design from conventional design standards to a more flexible design approach. Complete Streets design focuses on the roadway users, adjacent land uses and context. Since the approval of the Policy, the City of Edmonton and a wide range of stakeholders have been working towards implementation of the Policy. Greenfield development offers a great opportunity to integrate land use and roadway design.

One component towards implementation was the Greenfield Cross Section project, which was completed in the spring of 2014. The project was developed to generate new example cross sections guided by Complete Streets principles. The City collaborated with utility providers, industry, and community representatives to develop 21 new example roadway cross sections.

In 2018, the City undertook a holistic update to the former roadway design standards. The new Complete Streets Design and Construction Standards incorporate updated greenfield complete streets cross sections as part of the standard drawings.

It is anticipated that these cross sections be applied at subdivision since the right-of-way widths vary from older roadway standards. It is suggested that an optional pre-application discussion be initiated prior to the submission of a subdivision application that includes an alternate Complete Streets cross section. The City of Edmonton is committing to provide a confirmation that a proposed cross section from the set above is appropriate for the land use context and priority users within a week of contact, provided that full documentation is provided. Full documentation will include the cross section design, subdivision plan, and a rationale template.

Rationale Template

The City will review applications that include new cross sections developed based on the Complete Streets Design and Construction Standards. Greater review times can be expected for cross sections with utility alignments that vary from the new standards. The additional review time required will depend on the complexity of the changes desired.

The City will be revisiting the Land Development Application (LDA) process for Greenfield Complete Streets applications as part of implementation for the new standards.
