About the Branch

The Open City and Innovation Branch provides corporate leadership to all departments in open government, innovation and continuous improvement, analytics and data-driven decision making, and Smart City. The Branch leads the City’s Open City initiative which strives to transform the City of Edmonton into a more transparent, open and accessible organization; connected to the public and responsive to their vision for government. Our Branch is working to build new ways to share information with Edmontonians, to find new opportunities for dialogue and make our services easier to access.

Branch Mandate

Open City and Innovation provides its expertise to collaboratively enhance the way the City approaches municipal challenges. Working with other City branches and departments, the Branch breaks down silos and improves how civic services are offered by identifying and adopting new business models, innovation opportunities and uses of data for decision making. The Branch aims to enable service delivery and improve the capacity of the organization while developing efficient ways to provide services to the public and City departments through the innovation, continuous improvement and advanced analytics.

Branch Organization

Analytics Centre of Excellence (ACE)


ACE works with individuals across the organization to enhance the corporation’s ability to access and use data to make information driven decisions. By leveraging the vast stores of City data and new analytic capabilities, ACE supports informed policy development and decision making.


The ACE section encourages the use of data by providing a central, consolidated resource for City staff and citizens to collaborate, share methodologies and gain analytical knowledge. Tools and resources are provided to citizens to empower them to work with data and gain their own insights into City data.

Continuous Improvement & Innovation (CII)


CII provides City-wide leadership in the areas of new ideas, corporate innovation and continuous improvement. Through these programs, CII drives change through the delivery of initiatives that advance corporate strategic plans and outcomes. CII is building a visible and systemic culture which supports the identification of new and innovative citizen and staff ideas that address City challenges.


CII leads City-wide transformational programs and projects that promote and support new business models and services, identify improved decision making opportunities and foster cross area collaboration. Current CII initiatives include the Procure to Pay Transformation, the Route Optimization Program, the Corporate Paperless Strategy and the Civic Smart Card.

Smart City


To capitalize on the success of our City’s ingenuity and thirst for innovation, the City of Edmonton is developing a Smart City strategy with the aim of increasing economic development and advancing the Open City Initiative. Smart City includes open government as well as sustainability initiatives such as traffic management, construction and building maintenance and other community-driven activities.


The Smart City Strategy will define what being a “Smart City” means to Edmonton and create an integrated approach to leverage information and new technology to further improve citizen and business access, transparency, speed and participation in City services. This program also manages the City’s award-winning Open Data Portal providing free, accessible and machine readable data for citizen use.
