History and Mandate

Established in September 1994, the Edmonton Transit System Advisory Board (ETSAB) advises City Council, Transportation Services, and ETS on ways to improve public transit and issues affecting the provision of public transit in Edmonton. ETSAB reports to City Council through the Transportation and Public Works Committee (TPW). Board members are encouraged to attend any TPW meeting when transit issues and/or reports are on the agenda.

The Board consists of 12 members, and one ex-officio member. It is preferred that members of ETSAB represent a variety of interests, be a positive source of informed participation on the Board, and be prepared to address issues on a city-wide basis. Criteria for the selection of members includes geographical, frail elderly, persons with disabilities, minorities, older persons, students, business, labour, communities, and other organizations.

The Board meets for at least one regular meeting monthly, generally on the last Monday of each month. For issues that require in-depth consideration, ad hoc subcommittees are formed as needed. Board members are expected to serve on at least one sub-committee. Although any citizen can serve on a sub-committee, meetings can only be chaired by an ETSAB member.

In its operations, Robert's Rules of Order are used to conduct the business of ETSAB meetings. ETSAB is bound by City Policy C449B (Agencies/Guidelines), the Terms of Reference outlined in Schedule A of Bylaw #12454, and the following Mission, Vision, and Values statements.

Mission, Vision, and Values

The ETSAB Mission is to provide a safe, effective, efficient, and environmentally preferred mode of transportation.

The ETSAB Vision is:

  • A transportation system that encourages less car dependent transportation;
  • A safe, affordable, efficient, totally user friendly transit service;
  • A transit system, including Light Rail Transit, that access all parts of metro-Edmonton;
  • A family of services which allows all people in Edmonton equal and fair opportunity to access public transit;
  • A marketing strategy that increases ridership and results in high levels of public support for the transits system;
  • Urban planning that creates transit-supportive densities and more mixed land use to create stronger, healthier communities.

ETSAB Values are fiscally and environmentally responsible behaviour, responsive to the public, and respect for all mobility needs.

Highlights

ETSAB's role and effectiveness as an advisory board can be seen in these accomplishments:

  • Addressed the question "what is an affordable fare?" in an "Affordable Fares" discussion paper to the Transportation and Public Works Committee
  • Reviewed and responded to a Transportation and Public Works enquiry about DATS use.
  • Presented to Council on the past annual budget.
  • Provided valuable input on the ETS corporate identity project and the ETS Fare Strategy Review.
  • Provided input and support for the SLRT extension project.
  • Responded to the issue of assessing the viability of accessible taxi service in Edmonton.

ETSAB continues to monitor progress on significant developments such as the Transportation Master Plan and the Alberta Capital Region Governance Review process in addition to a host of other issues that affect the day-to-day operation and future of public transit in Edmonton.
