2010 Proposed Operating Budget
The proposed 2010 Operating Budget has been presented to Council and will undergo deliberations from November 30 to December 10, 2009.
The budget meets Council’s target of a 3% tax rate following a rigorous budget and service review. With significant economic challenges in 2009 and the continuing affects of the recession in 2010, City Administration identified ways to deliver services at reduced costs and, areas where services can be reduced without adversely affecting the quality of life the City offers.
In December 2008, Council approved a 2% increase in the tax levy for The Neighbourhood Renewal program for each of the years 2009, 2010 and 2011.

2010 Edmonton Police Service Budget
As directed by City Council, the proposed 2010 Edmonton Police Service budget is being presented separately.
The submission includes two budgets. One budget was prepared to meet City Council’s target tax rate increase. The other budget maintains existing services and would result in a tax increase above the 3% target. The Edmonton Police Commission supports the budget submission based on maintaining existing services.
2010 Proposed Utilities Budget
The City of Edmonton owns and operates three utilities: Sanitary, Land Drainage, and Waste Management. Their annual budgets have traditionally formed part of the overall City of Edmonton Budget.
This year City Council directed Administration to separate the submission, review and approval of the utility budgets from the City’s budget review process. The primary reason for the separation is to allow City Council sufficient time to review and discuss the utility budgets. Accordingly, the 2010 Proposed Utilities Budget has been prepared for Council deliberation on November 24th, 2009, prior to the review of the Corporate Budget in December.
The document includes an Overview; Major Services and Activities; Capital Budget Update and Recommended Capital Adjustment; and Supplemental Information. The budget document also includes information about the rate impact of the proposed budget on a typical household.
Next Steps
Council will discuss the 2010 Proposed Utilities Budget on Nov. 24, 2009.
Council’s 2010 Operating Budget and the 2010 Edmonton Police Service Budget will be debated from Nov. 30 to Dec. 10. The schedule for each department and agency will be released on Nov. 26.
Assessment notices are mailed in January. Each property’s assessed value is used to determine its share of the total taxes the City needs to fund the Operating Budget.
The final tax rate is set in the spring after the Education Tax is announced by the Province. Tax notices are mailed in May.
