Plate Transfers
What Types of Vehicle for Hire Plates can be Transferred?
Only Taxi Plates and Accessible Taxi Plates require the transfer process. Limousine and Shuttle plates are not limited in the amount of plates that can be issued, therefore, new vehicles in these types of operations can apply for new plates rather than having an existing plate transferred.
- Currently Taxi (1,185 plates) and Accessible taxi plates (35 plates) are frozen (no new plates being issued by the City of Edmonton)
- Our office is only involved in the administrative work required to transfer the plate from one owner to another. We are not involved in the sale negotiations etc.
Who can Purchase a Taxi or Accessible Taxi Plate?
Only the following individuals or companies can purchase Taxi or Accessible Taxi plates:
- Currently own a plate
- Valid Taxi Broker
- All Transferees (new owners) have a Taxi Driver's Class A Licence (drove 100 days out of last 365 days). The new owners can not have a Class B Taxi Driver's Licence if they wish to purchase a plate.
What Documentation must be Provided to Initiate a Transfer?
- All renewal fees should be paid
- Fill out the Application to Transfer Document.
This document must be signed by a Commissioner of Oaths and also by both the Licencee (existing owner) and Transferee (new owner)
- Bill of Sale for Vehicle must be either:
- If it is for an existing vehicle that is currently in a fleet or a new vehicle - provide a bill of sale that is signed and has a dollar amount.
- If vehicle has not been purchased yet - bring in the plate to our office and we will keep it until the new vehicle has been purchased and inspected.
- If it is a broker providing the bill of sale - the bill of sale can be for $1.00 because they will purchase the vehicle/plates for $1.00 from the individual(s) driving for them so that they can insure the vehicle under their fleet insurance.
- If it is an individual who owns the vehicle/plate and they are providing the bill of sale - they need to provide a copy of the original bill of sale for that vehicle (more than $1.00)
- Mechanical Inspection of the vehicle - The mechanical inspection must be done on the vehicle within 6 months of the transfer application (if the mechanical inspection is expired or will expire within the next 2 months - the applicant will be requested to provide an updated Mechanical inspection.
- Vehicle Registration in either the owner's name or the Broker's name
- Valid Insurance for the vehicle - expiry date must be more than 30 days from the current date
- Meter Certificate
What Information must be Provided for Accessible Taxi Plate Transfer?
Accessible Taxi Plates are frozen (no additional plates issued) If someone wants to purchase an Accessible Taxi Plate, they need to buy it from an existing owner.
Accessible Taxi Plates are issued in groups of 5 and these plates MUST be associated with a broker who has no less than 5 accessible plates that they provide brokerage service to. The following conditions and requirements must be met when a transfer of one of these plates is being done:
- If the transfer of the Accessible Taxi Plate is to a new owner but the same broker is maintained - the following documentation is required:
- The Application to Transfer Document
- A copy of the "Assumption Agreement" for Accessible Taxi Licences
- All the same documentation as required in the regular Taxi Transfer process (see above)
- If the transfer of the plate to a new owner involves a different broker than the original broker, the following applies:
Plates can only be transferred in groups of 5 to another company that will operate on the fleet of either Co-op, the Yellow Group or Capital (the 3 brokers who currently have accessible Taxi fleets). Applicant should contact our office at 780-496-5244 and talk to an advisor if this is the situation.
What Needs to be Provided for a Plate Replacement?
If the plate has been lost or stolen, provide a copy of the police report filed and sign a statutory declaration when you apply for the new plate.If the plate has been damaged, bring the plate with you and sign a statutory declaration when you make the application for a new plate.
How do we Substitute Vehicles?
If a new or substitute vehicle is purchased to operate under an existing Taxi Plate, the plate owner must provide the following documentation to our office:- Bill of sale for the vehicle
- Vehicle Registration
- Valid Insurance
- Mechanical Inspection (must be done every 6 months; if inspection will expire within 2 months of application, applicant will be required to provide a new inspection)
- Meter Accuracy
