Escort Licence
Escort agencies and escorts are governed under the
Escort Licensing Bylaw 12452.
This bylaw promotes health, welfare and safety for both people and property by regulating the escort industry through a mandatory licensing system.
Process
To obtain a licence for the operation of an escort agency, independent escort agency or to act as an escort, applicants must apply in person at the licence office. The licence office will take a photograph of the applicant(s) for licensing purposes.
All applicants must provide an approved Edmonton Police Service Police Information Check. Security checks from other police agencies, including the RCMP, will not be accepted.
Police Information Checks must be less than 30 days old when they are submitted.
Applicants will also be required to produce proof of identity. All applicants for an Escort Licence will have to provide a Letter of Affiliation from a licensed escort agency stating that the escort will be receiving introductions from that agency.
All escorts must operate through a licensed agency.
When the applicant for an agency licence is a corporation, partnership or sole-proprietorship, all corporate documents must be produced at the time of application. In all cases, no application will be commenced unless all required documentation is present.
Businesses may require, in addition to the licence requirement, a Development Permit under the Zoning Bylaw to approve the location of this type of business.

Fees
- Escort agency fee is $5,123 per year.
- Independent escort agency fee is $1,922 per year.
- Escort Licence fee is $127 per year.
- An administration fee of $35 is charged per occurrence for any changes that are made to the licence issued or to the information on file.
- Note that partial payments are not accepted for any licences. You must pay the fee in full when you apply or renew.
Fees effective January 1, 2011:
- Escort agency fee is $5,225 per year.
- Independent escort agency fee is $1,960 per year.
- Escort Licence fee is $130 per year.
- An administration fee of $35 is charged per occurrence for any changes that are made to the licence issued or to the information on file.
- Note that partial payments are not accepted for any licences. You must pay the fee in full when you apply or renew.
Licences issued under Bylaw 12452 expire one year from the date of issuance, unless earlier revoked or suspended by the licence inspector.
Each year when renewing the agency licence, the licensee must provide a new Edmonton Police Service security clearance for everyone listed within the renewal application.
Bylaw
Enforcement action can and will be taken if a business is found to be operating without a licence. A person who contravenes or does not comply with a provision of this Bylaw may be issued a fine between $500 and $7,500 depending on the infraction. In addition to any fine and penalty imposed, the Court shall provide for imprisonment of not less than 12 days and not more than one year for non-payment of a fine or penalty.
